Number of cherry puffs = 1 u
Number of blueberry puffs = 2 u
Number of chocolate chip puffs = 2 x 2 u = 4 u

Number of more chocolate chip puffs than cherry puffs
= 4 u - 1 u 
= 3 u

3 u = 99

1 u = 99 ÷ 3 = 33

Number of blueberry puffs
= 2 u
= 2 x 33
= 66

Number of chocolate chip puffs
= 4 u
= 4 x 33
= 132

Total number of puffs that he baked
= 33 + 66 + 132
