Volume of water that Tommy had = 12 B + 8 --- (1)
Volume of water that Will had = 8 B + 8.88 --- (2)
The volume of water that Tommy and Will have is the same.
(1) = (2)
12 B + 8 = 8 B + 8.88
12 B - 8 B = 8.88 - 8
4 B = 0.88
1 B = 0.88 ÷ 4 = 0.22
1 ℓ = 1000 mℓ
0.22 ℓ = 0.22 x 1000 = 220 mℓ

Volume of 12 bottles
= 12 x 0.22
= 2.64 ℓ
Volume of water that Tommy had at first
= 12 B + 8
= 12 x 0.22 + 8
= 2.64 + 8
= 10.64 ℓ
Total volume of water that Tommy and Will had at first
= 2 x 10.64
= 21.28 ℓ
