Let 1 B be the volume of 1 bottle of water.
Volume of water that Harry had = 11 B + 8 --- (1)
Volume of water that Perry had = 9 B + 8.5 --- (2)
The volume of water that Harry and Perry have is the same.
(1) = (2)
11 B + 8 = 9 B + 8.5
11 B - 9 B = 8.5 - 8
2 B = 0.5
1 B = 0.5 ÷ 2 = 0.25
1 ℓ = 1000 mℓ
0.25 ℓ = 0.25 x 1000 = 250 mℓ

Volume of 11 bottles
= 11 x 0.25
= 2.75 ℓ
Volume of water that Harry had at first
= 11 B + 8
= 11 x 0.25 + 8
= 2.75 + 8
= 10.75 ℓ
Total volume of water that Harry and Perry had at first
= 2 x 10.75
= 21.5 ℓ
